TENDER NOTICE 招标公告
Xiamen University Malaysia (XMUM) hereby invites qualified and eligible contractors to participate in an open tender for the project described below.
厦门大学马来西亚分校就下述项目进行公开招标，欢迎符合要求的施工单位参加投标。

Renovation Works for A2-3F Lecturer Offices & B1-3F Staff Lounge and Gym Room
A2-3F教师办公室 & B1-3F休息室及健身房装修改造工程
3.    Company Qualification Requirement公司资质要求:
3.1.    The tenderer shall possess valid qualifications and registrations to undertake interior renovation and fit-out works. Joint ventures, consortiums, or any form of joint bidding are not permitted for this tender. 
投标人须具备承担室内装修及改造工程的有效资质及注册。本次招标不接受联合体、联营体或任何形式的联合投标。
3.2.    The tenderer shall be a legally registered entity and must possess a valid business registration certificate, license, or equivalent documentation issued by the relevant authority in its country of incorporation. 
投标人须为依法注册成立的法人实体，并持有其注册所在地主管机关颁发的有效营业执照或同等法律文件。
3.3.    For Malaysian contractors, the tenderer must be registered with the Construction Industry Development Board (CIDB) Malaysia with a valid Grade G5 or above, and be registered under relevant work categories including but not limited to B07 (Hiasan Dalaman) and/or B24 (Kerja Penyelenggaraan Bangunan)/ or B04(Kerja-kerja pembinaan bangunan), or other related categories. Tenderers who do not possess the specific category for certain works shall be allowed to appoint qualified subcontractors registered under the relevant CIDB categories. The tenderer must have completed at least one (1) similar interior renovation or fit-out project of comparable scale within the past five (5) years. 
马来西亚本地承包商必须在 马来西亚建筑工业发展局（CIDB） 注册，且注册等级为 G5 或以上，并具备相关工程类别，包括但不限于 B07（室内装修）及/或 B24（建筑维修工程）/或B04（建筑工程）, 或其他相关类别。如投标人未具备某些专业工程所需的类别，可委任具备相应 CIDB 资质的分包单位承担相关工作。投标人须在过去五（5）年内完成至少一个类似规模的室内装修或改造工程项目。
3.4.    For foreign contractors, the tenderer shall possess valid registration or licensing issued by the relevant authority in their country of origin for decoration, renovation, or construction works. For contractors from the People’s Republic of China, this shall include a valid Second-Class (or above) qualification certificate for decoration and renovation engineering issued by the relevant construction administrative authority at provincial/municipal level or above, as well as valid business license and construction qualification certificate issued by the competent authorities. Contractors from other jurisdictions shall provide equivalent qualifications demonstrating their capability to undertake similar works. All foreign contractors shall demonstrate that their qualifications are equivalent to CIDB Grade G5 or above and must comply with all applicable laws and regulations of Malaysia, including obtaining CIDB registration where required, prior to the commencement of the works. 
外国承包商须具备其所在国家主管部门颁发的装饰装修或建筑工程相关有效资质或执照。其中，中国承包商须具备由省级或市级及以上建设行政主管部门或相关行业协会颁发的装饰装修工程二级（含二级）以上资质证书，并持有国家有关主管部门颁发的有效营业执照及施工资质证书。其他国家承包商须提供能够证明其具备承担类似工程能力的同等资质。所有外国承包商须证明其资质等同于 CIDB G5 或以上等级，并须在工程开始前符合马来西亚所有适用法律法规的要求（包括在需要时完成 CIDB 注册）。
3.5.    The tenderer shall possess valid safety, health, and environmental certifications or equivalent approvals issued by the relevant authority in its country of incorporation, demonstrating compliance with applicable occupational safety and health regulations. For Malaysian contractors, this includes compliance with the requirements of the Department of Occupational Safety and Health (DOSH) and other relevant authorities, where applicable. For example, tenderers incorporated in the People’s Republic of China shall hold a valid and duly renewed Work Safety Permit (Safety Production License) evidencing compliance with national work safety regulations. 
投标人须具备其所在国家主管机关颁发的有效安全、健康及环境相关资质或同等认证，以证明其符合适用的职业安全与健康法规要求。马来西亚本地承包商须符合马来西亚职业安全与卫生局（DOSH）及其他相关监管机构的要求（如适用）。例如，中国境内注册的企业应持有经年检合格的安全生产许可证，以证明其符合国家安全生产相关规定。
3.6.    The project manager and key project management personnel shall be full-time employees of the tenderer or formally engaged by the tenderer. The tenderer shall provide proof of employment or engagement, such as employment contracts, appointment letters, social security contribution records (where applicable), or other relevant documentation. For contractors from the People’s Republic of China, the project manager shall hold a valid Second-Level (or above) Constructor Qualification Certificate and possess an intermediate or above technical title, and shall provide supporting documents such as social security contribution records (minimum one year) and labor contracts. For contractors from other jurisdictions, equivalent professional qualifications and certifications will be accepted. The project manager shall also have at least five (5) years of relevant project management experience in construction or interior fit-out works. 
项目经理及主要项目管理人员须为投标人的全职员工或正式聘用人员，并提供相关证明文件（如劳动合同、任命书、社保证明（如适用）或其他有效证明）。对于中国承包商，项目经理须具备二级及以上建造师执业资格，并具有中级及以上技术职称，同时须提供不少于一年（含一年）的社保缴纳证明及劳动合同复印件。其他国家承包商须提供同等专业资格或执业证书。项目经理还应具有不少于五（5）年的建筑工程或室内装修工程相关项目管理经验。
4.    Distribution of Invitation to Tender (ITT) 发放招标文件时间:

Tenderers can contact the contact person during this period for site inspection.
投标人可在上述时间段内联系招标事务联系人，由后者带领至现场踏勘。
6.    Clarification 答疑:
All tenderers should submit written questions via email by 5.00PM on 13th May, 2026. XMUM will respond in writing by 5.00PM on 14th May, 2026. Late submissions will not be entertained.
本次招标不组织现场答疑，请各投标单位在2026年5月13日17:00前以书面形式传真/电邮，招标人将在2026年5月14日17:00之前以书面形式回复。逾期不候。
