Biography
Dr. Saima Nisar is a lecturer at the School of Economic and Management at Xiamen University, Malaysia. She holds a Ph.D. in Information Technology from Universiti Utara Malaysia, an MS in Information Technology from Universiti Teknologi PETRONAS, Malaysia, which she pursued with full funding, and a Bachelor of Science in Human Resource Management with Honours from Jinnah University Pakistan. Her current research focuses on Technology Adoption and Implementation, User Behavior, Policy Analysis, and Internet Governance. Dr. Saima is passionate about understanding how people adopt and use technology, as well as analyzing policies that shape the digital landscape.
Her commitment to improving Information Technology is widely recognized, as evidenced by her receipt of the Asia Pacific Network Information Centre (APNIC) 56 Fellow award for her contributions in the Asia Pacific region, with the event held in Kyoto, Japan. Dr. Saima's certifications as an IBM Certified Data Science Professional and a Microsoft Azure Certified expert underscore her proficiency in cutting-edge technologies and their practical applications. She has participated in events like Tech To The Rescue and the Air Quality Hackathon 2023 to utilize technology to help others, with her team securing a spot in the top two within their group, showcasing dedication to addressing air pollution challenges.
Currently, Dr. Saima is a member of the Asia Pacific Regional Internet Governance Forum (APrIGF), where she actively contributes to discussions and initiatives related to internet governance in the region. Additionally, she holds the role of an active event committee member for the APrIGF 2024, which will be held in Taiwan. Her involvement in shaping the agenda and organizing this significant event further demonstrates her dedication to advancing discussions on internet governance and fostering collaboration among stakeholders in the Asia Pacific region. Her commitment to internet governance is evident through her involvement as a member in the synthesis document for the Asia Pacific Regional Internet Governance Forum (APrIGF) in 2023, further solidifying her impact on shaping digital policies. She is also a member of the team of Policy Network on Artificial Intelligence under the UN’s Internet Governance Forum (IGF), advocating for responsible and ethical use of artificial intelligence. Additionally, she serves as a valued member of the Rights Protection Mechanisms Implementation Review Team (IRT), collaborating with the Internet Corporation for Assigned Names and Numbers (ICANN) org to implement policy recommendations on rights protection mechanisms. Furthermore, her participation in the Asian, Australasian, and Pacific Islands Regional At-Large Organization (APRALO) meetings has deepened her understanding of regional perspectives in internet governance.
