Xiamen University Malaysia (XMUM) hereby invites qualified and eligible Tenderers to participate in an open tender for the project described below. This tendering process is for the purpose of appointing a competent and reliable vendor in accordance with XMUM’s procurement policies, which are guided by the principles of fairness, transparency, accountability and open competition.

1.    PROJECT INFORMATION
•    Project Name:  NETWORK TRAFFIC CONTROL SYSTEM AND VPN SYSTEM UPGRADE

•    Project Scope: Supply, Delivery, Installation, Testing & Commissioning   

2.    TENDER PROCESS AND KEY SCHEDULE
2.1.    Obtaining Tender Documents: Now until 08 April 2026, 5.00pm
The Invitation to Tender (ITT) and related Tender Documents may be obtained from XMUM’s Procurement & Asset Management Office upon completion of the tender registration. Interested Tenderers may contact XMUM’s Procurement and Asset Management Office for further details.

2.2.    Tender Deposit: RM 2,000.00 
Tenderers shall pay a tender deposit of above amount during the registration process to by bank transfer to the bank account state below, as commitment to this tender. The tender deposit shall be paid from the Tenderer’s company account. Payments made from personal accounts shall be deemed invalid and non-refundable. XMUM will not entertain any request for refund of deposits received from personal accounts.

Tenderers who meet XMUM’s pre-approved criteria of financial capability and/or relevant past experience may be allowed to submit a Company Letter of Commitment in lieu of the monetary tender deposit. Prior written approval from XMUM is required before submission. 
All other Tenderers are required to submit the full Tender Deposit. Any Tenderer failing to comply with these requirements will be disqualified.
For the successful tenderer, the tender deposit will be converted into part of the performance bond, subject to the terms of the contract. For unsuccessful tenderers, the tender deposit will be refunded in full without interest, upon completion of the tender process. The deposit shall be forfeited if the Tenderer fails to submit the tender or withdraws the tender before the submission deadline or prior to the expiry of the Tender Validity.

2.3.    Tender Registration:  20 March 2026 – 08 April 2026, 9.00am - 5.00pm (Monday - Friday Only)
Tenderers may apply for registration by submitting the following documents via email to procurement@xmu.edu.my:
i.    Completed Tender Registration Application Form;
ii.    Copy of Business License (Form 9 or equivalent);
iii.    Proof of Tender Deposit payment or Letter of Commitment.
XMUM will review the application and will confirm the registration by return email. Only registered Tenderers shall be eligible to submit a tender.

2.4.    Site Visit: 25 March 2026
A site visit and briefing session will be conducted on above date. Tenderers intending to attend the site visit are required to notify XMUM at least one (1) working day in advance to confirm their attendance.

2.5.    Enquiries and Clarifications
Enquiry Period: No later than 01 April 2026
Clarification Date: No later than 03 April 2026
Tenderers may submit written enquiries or requests for clarification via email within the enquiry period stated above. Verbal enquiries will not be entertained.
XMUM reserves the right not to respond to enquiries received after the enquiry deadline. XMUM shall review all enquiries received and may issue written clarifications or addenda, where necessary, to address the matters raised. Responses to enquiries will be circulated to all registered Tenderers without identifying the source of the enquiry.
All clarifications and addenda arising from the enquiries will be issued no later than 03 April 2026. Any clarification or addendum issued shall form an integral part of the Tender Documents.

2.6.    Tender Closing Date and Time: 10 April 2026, 10:00am
Tender submissions must be received by XMUM no later than the Tender Closing Date and Time stated above. Any tender received after this deadline shall be rejected and will not be considered. The time recorded by XMUM shall be deemed the official time for determining whether a Tender has been submitted on time.

2.7.    Tender Submission (Submission Deadline): 10 April 2026, between 9.30am – 10.00am
All tenders shall be submitted in sealed envelopes, clearly marked with the Tender Number and Project Name, and delivered by hand to Room A3-704, Xiamen University Malaysia, Jalan Sunsuria, Bandar Sunsuria, 43900 Sepang, Selangor Darul Ehsan on above date and time. Late submission shall not be accepted and shall be returned unopened.

2.8.    Tender Opening & Evaluation: 10 April 2026, 10.00am
Tender opening will be conducted immediately after the Submission Deadline and followed by the evaluation process in accordance with the Evaluation Criteria set out in the ITT.

3.    CONFIDENTIALITY
All documents, information, and materials provided by XMUM in connection with this tender are strictly confidential and shall be used solely for the purpose of preparing and submitting a tender in response to this project. Tenderer shall not disclose, publish, reproduce, distribute, or make available any part of such information to any third party without the prior written consent of XMUM. This obligation of confidentiality shall remain in force regardless of whether the Tenderer is awarded the contract.

4.    CLARIFICATIONS AND AMENDMENTS
XMUM reserves the right to clarify or vary the terms of this tender, and extend the submission deadline or any key date in the tender process. Where a clarification or amendment is deemed material, XMUM will issue such clarification or amendment in writing via email to all registered Tenderers.  It is the responsibility of the Tenderers to check their email periodically for any updates before the Submission Deadline and to incorporate these updates into their tender submission.

5.    ANTI-CORRUPTION AND ETHICAL CONDUCT
All forms of corruption, bribery, collusion, inducement, or kickbacks, whether direct or indirect, are strictly prohibited. Any Tenderer found to have engaged in such practices shall be disqualified immediately, without prejudice to any other rights or remedies available to XMUM.
